What Should Happen?

Concierge is the orchestration responsibility within the Behaves Well Framework.

Concierge consumes authoritative context from Truth, Identity, Operational Trust, Stewardship, and Continuity.

Concierge then assembles the current context, applies coordinator policy, selects an appropriate response, routes execution through approved services, and communicates through the appropriate channel.

Concierge does not own Truth. Concierge does not establish Identity. Concierge does not define permissions. Concierge does not decide what matters. Concierge does not own long-term memory. Concierge orchestrates.
